COPE Local 378 (the "Union") sought to certify the retail banking operations of a branch of Valley First Credit Union (the "Employer"). The Employer resisted, saying this was an arbitrary division of its branch as it excluded the insurance and wealth management employees. The Labour Board agreed with the Employer and dismissed the Union's application for certification.
The Employer successfully argued that the unit applied for by the Union for certification was not appropriate for bargaining. The Union's application for certification was dismissed.
