Case commentary regarding the CRTC's authority to implement "value for signal regime"

This case commentary concerns a Federal Court of Appeal decision confirming the CRTC's authority to implement a "value for signal regime" under which local TV stations can negotiate with cable providers for fair consideration in return for giving the cable providers the right to retransmit local TV signals. The decision addressed the interplay between the Copyright Act and the Broadcasting Act.
